A devil and the Grim Reaper.
Halloween is for scary things and while it comes after public speaking on lists of things that frighten people the most, death scares many people. So, a Death costume or costume of death personified, such as the Grim Reaper, is very appropriate for Halloween.
The personification and symbols for death vary from one culture to another. But one that comes from the same groups that tend to celebrate Halloween is the Grim Reaper -- usually a black robe, scythe and black, white or skeleton mask -- face paint is also an option.
