Plot[]
Taking place in Nazi Germany, a German scientist named Dr. Hess is trying to reanimate the corpse of a fallen soldier under the command of Major Krauss, but to failure. Krauss wants to create an undead army so Germany will win World War II.
Meanwhile, a puppeteer named Andre Toulon is doing a puppet show that's making fun of Adolph Hitler. A Nazi named Stein witnesses the puppet show and later speaks with Toulon and his wife Elsa requesting that he changes the subject. Toulon says the children like the show as it is and asks Stein to leave. Stein spies on Andre and Elsa and sees that his puppets are alive. Toulon's puppets include a jester puppet named Jester, a puppet with a tiny head named Pinhead, a puppet with a drill on his head named Tunneler and a six-armed cowboy puppet named Six-Shooter. Later that night, Toulon gifts Elsa a puppet that resembles her as an anniversary present.
The next day, Stein provides photographs of the living puppets to Dr Hess, Major Krauss and General Muller, the photos spark interests for them to see the puppet master. Later that night, Hess and Krauss arrive at Toulon's house where Hess expresses desire to work with him. Elsa tries to intervene, and she is killed by Krauss. Andre is taken away by two Nazi drivers and they are murdered by Pinhead and Tunneler. Toulon escapes and hides, he is heartbroken after the loss of his beloved Elsa. Krauss then puts a bounty on Andre.
Andre decides he wants revenge on the Nazi's for what they had done. Before getting started, Andre steals tissue from Elsa's corpse and uses it to bring her back to life in the form of the puppet that resembled Elsa. Andre gives her the ability to vomit magic leeches and becomes the puppet known as Leech Woman. Meanwhile, Dr. Hess is using Toulon's serum to revive fallen soldiers, and it works but only for a short period of time. This makes Hess admire Toulon even more.
Toulon sets his act of revenge into motion. First Leech Woman kills Stein, then later he sends Pinhead and Six-Shooter after General Muller, who is visiting a brothel. Six-Shooter climbs into the building like a spider and shoots Muller to death. That night, a little boy named Peter and his father find Andre and he lets them take refuge with him as they are also fugitives. The following day Dr. Hess goes to Andre's house where he finds Peter inside gathering tools for Andre. Hess tells Peter he doesn't want to harm Toulon but rather speak with him.
Dr. Hess and Peter arrive at the hideout. Hess tells Andre that he means no harm and just wants to know how he brought his puppets to life. Toulon explains to Hess that each puppet was once human and a friend of Andre's, but each one was killed by the Nazi's, so Toulon made a serum mixed with a spell given to him by a sorcerer he met during a puppet show in Cairo Egypt back in 1912 which allows the caster to place a human spirit in an inanimate object. Major Krauss arrives with Nazi soldiers after Peter's father exposed Toulon's hiding place. Dr. Hess decides he's on Andre's side and helps him escape. Krauss declares that Hess is a traitor and unfortunately, Dr. Hess is stabbed by a Nazi. Krauss also kills Peter's father thinking that he warned Andre.
Later, Major Krauss sees Jester on his desk cutting his phoneline. Krauss is then stabbed by a new puppet that Andre made. It resembles Krauss by wearing a black coat and black hat. The new puppet is called Blade due to having a knife and hook for hands and was brought to life using the soul of Dr. Hess. Blade, Pinhead, Jester, Leech Woman, Tunneler and Six-Shooter stick hooks into Krauss' arms and legs, and Andre pulls the strings to hold him like a puppet. Toulon then lights the string on fire to make Krauss afraid, and he lands on an axe held by Pinhead, killing him.
After Krauss' death, Andre steals his identity and Peter and the puppets go to a train station, where they board a train heading to Switzerland.
