
The Whispers.
Whispers (also known as the Arbiters of fate) are ghosts that preserve the destiny and fate of the planet. They are neither good nor evil. They appear in the 2020 video game Final Fantasy VII Remake, its 2024 sequel Final Fantasy VII Rebirth and presumably in the yet to be named third game of the trilogy, all developed by Square Enix.
Appearance[]
The Whispers appear as cloaked spirits that fly through the air, as ghosts do. Their faces are hidden beneath their hoods. The ghosts are very fast as well and always act quickly to prevent anyone's fate from changing. Sephiroth's whispers that he controls in Final Fantasy VII Rebirth don't belong to the planet, and they will do what he wants.
Events of the game[]
They first appear in Chapter 2 and Chapter 4 of the game where they surround the sector 8 plate and attack the sector 7 slums. They later appear in Chapter 8 when Cloud Strife saves Aerith Gainsborough from the Turk Reno, but when Cloud tries to kill Reno with his Buster Sword, a whisper prevents him from doing so and carries both him and Aerith out of the Sector 5 church away from Reno.
Throughout the game, the ghosts either save Cloud, Tifa Lockhart, Aerith, and Barret Wallace from danger, or the ghosts put them in danger. Because of this, the party is unsure if the ghosts are on their side or not. Such as in Chapter 12 when they prevent Barret from stopping Rude activating the bomb that destroys the Sector 7 pillar.
Near the end of the game, after President Shinra is killed by Sephiroth, he then kills Barret as well, but after Sephiroth kills Barret, the whispers bring Barret back to life, as it wasn't Barret's time to die at this moment.
Before Cloud and his party battle Sephiroth, Red XIII realizes what the ghosts really are, Arbiters of fate to preserve destiny. As Cloud and his party battle the ghosts, they see visions of the alien Jenova, as well as future events. Cloud and the party battle three Whisper Harbingers above the city of Midgar, halfway through the battle, they combine and take the form of Bahamut. Cloud manages to defeat the whispers, so he and his party and can continue on their quest to defeat Sephiroth.
The defeat of the whispers possibly created multiple realities, one of which is a world where Cloud's friend Zack Fair survives his final stand against an army of Shinra infantry men. Even after their defeat, the Whispers are not completely gone.
Final Fantasy VII Rebirth[]
In Final Fantasy VII Rebirth there are two whisper variants. White Whispers that seem to be of the planet, and Black Whispers which Sephiroth is in control of. Cloud and his party become aware of Whispers still existing in chapter 9 while the party is in Gongaga, where Cissnei reveals that she's seen them. When Cloud, Barret, Cait Sith and Nanaki arrive at the Gongaga mako reactor, the place is surrounded by black Whispers that Sephiroth is in control of. After Tifa is swallowed by a Weapon, she witnesses a war in the Lifestream between the white and black Whispers. The Weapon returns Tifa to Cloud and the others later on.
During the optional protorelic side quest in Nibelheim, Sephiroth uses the Whispers to summon the interdimensional traveler Gilgamesh to fight Cloud, Yuffie Kisaragi, and Nanaki. After the party defeats Gilgamesh and obtains that regions protorelic, the Whispers vanish Gilgamesh back to his island against his will.
The Whispers appear again at the end of the game surrounding the Forgotten Capital, where Aerith is praying for holy to combat Sephiroth's meteor spell. As Cloud and his friends fight their way through an army of black Whispers, the white ones create an entrance to the ancient city. Tifa, Vincent Valentine, Barret, Yuffie, Nanaki, and Cait Sith hold the entrance open for Cloud.

Inside the ancient city, the Whispers try to make Cloud strike Aerith with his Buster Sword, he fights back but to no avail, as Sephiroth kills Aerith by impaling her with his sword the Masamune, an ability called Hell's Gate. During the final boss with Sephiroth, he uses the Whispers as a weapon by shooting them as a cannon at Cloud and the spirit of Aerith. Cloud manages to defeat Sephiroth, but he unfortunately escapes and flies away. During the ending, Whispers are seen fighting with the two Weapons in the Lifestream.
